Answer: Yup. Major bug from Nexon, hasn't been fixed as of yet. You can either continue, or quit. I'd suggest quitting if you're an elf or giant, even though you're losing ducats. The time you lose trying to get to the boat in Qilla to make it back to trade it anywhere is not worth losing the ducats you're losing by not commercing right now.
